Answer
(i) Land and Property Services (LPS) administers rate collection and debt recovery through an integrated revenue collection process. As staff time and associated costs are not recorded separately for individual elements of that process, LPS is unable to identify the total cost of either rate collection or debt recovery activity. Accordingly, the information requested is not held.
(ii) As the costs of rate collection and debt recovery activities are not separately identified, it is not possible to calculate the amount recovered for each pound spent on those activities.
